The Procurement Unit of Mushin Local Government is responsible for managing the acquisition of goods, services, and works essential for the smooth functioning of the council.

Its primary mandate is to ensure that all procurement activities are transparent, competitive, and cost-effective, while upholding the highest ethical and professional standards. The unit coordinates all stages of procurement — from planning and tendering to contract award, performance monitoring, and compliance reporting.

By fostering strong vendor relationships and ensuring value for public money, the Procurement Unit contributes directly to improved service delivery and sustainable development across Mushin.

Core Responsibilities

Procurement Planning

Preparing annual procurement plans in collaboration with all departments, ensuring timely and efficient acquisition of required goods and services.

Tendering & Bidding

Managing open and competitive tender processes, including the advertisement of bids, evaluation of proposals, and award of contracts.

Vendor Management

Building and maintaining a database of pre-qualified suppliers and contractors to ensure reliable and consistent service delivery.

Policy Compliance

Ensuring all procurement activities adhere to government laws, due process guidelines, and anti-corruption regulations.

Contract Management

Working with legal and user departments to prepare clear, enforceable contracts that define deliverables, costs, and timelines.

Transparency & Record-Keeping

Maintaining a comprehensive record of all procurement activities and publishing relevant information for public awareness.

Ethics & Integrity

Promoting fairness and accountability in all dealings with vendors and enforcing strict anti-fraud standards.
